As redistricting battles continue to reshape the political landscape, a new national report reveals they are also shifting the policy philosophy of Congress.
The Christian Employers Alliance (CEA) has released a 50-state ranking of congressional delegations, evaluating how closely their voting records align with Biblical principles.
Wyoming leads the nation, with 90.65% of votes cast by its federal representatives aligning with what the report defines as “pro-faith and freedom” policy positions. Vermont, by contrast, ranks last, with an alignment score of just 0.66%.
Alabama ranked 12th with a score of 74.91%. The rankings cover the previous session of Congress.

The impact of redistricting is especially evident in Texas, where five congressional seats recently flipped to Republican control. As a result, Texas’ alignment score is projected to rise from 59.56% to 69.66%, moving the state from #23 to #17 in the national rankings.
“Each state sends to Washington representatives who reflect the beliefs of its people. That’s why these rankings provide one of the most accurate pictures of where America stands,” said CEA president Margaret Iuculano. “The contrast is dramatic — over 90% of votes cast by Wyoming lawmakers aligned with biblical principles, compared to less than 1% from Vermont’s delegation. These results underscore why redistricting battles are so critical to the future of our nation.”
The study was conducted in partnership with the Institute for Legislative Analysis. Policy experts and theologians reviewed every bill in the most recent session of Congress, identified those with a biblical connection, paired them with corresponding Scripture (New International Version), and scored each lawmaker on their alignment with biblical principles. State rankings were then calculated by averaging the scores of each congressional delegation.
The analysis covers a wide range of policy areas - including abortion, gender identity, religious liberty, deregulation, and economic freedom. The findings were compiled in the Biblical Business Index, a first-of-its-kind policy intelligence platform that guides CEA’s faith-based business leaders in investment, operational, and political decisions. CEA has also launched state-level Biblical Business Indexes in five legislatures, with plans to expand coverage to all 50 states and their 7,400 lawmakers.
“CEA is proud to equip Christian business leaders with a tool built on the ultimate truth – the Word of God,” Iuculano said. “As we expand this Index to state legislatures, leaders will gain even greater insight into how local policies align with their values.”
