Monday's Central Alabama Water Board meeting was marked by debate over bylaws and board officers before members went into an executive session to discuss Lake Purdy Dam.

On the agenda under new business for the utility was the approval of the bylaws for the newly created Central Alabama Water.

Jefferson County Commissioner Sheila Tyson, who was appointed by the Birmingham City Council to the board, didn't like the answers given regarding the process of developing the bylaws presented at the meeting. However, when allowed to offer an amendment, she didn't have one to present.

"We need to get an attorney general opinion, and the attorneys need to write and ask for one. It's several things that's in this bylaw that need to come out." Tyson said.

Tyson did not care for Robert's Rules of Order, saying at one point that meetings ran smoother before there was a parliamentarian to ensure the rules were followed. 

Following the adoption of the new bylaws came the election of new board officers. Thomas Hudson was elected as chair. Phillip Wiedmeyer was elected vice chair, replacing Jarvis Patton, who had been acting vice chair.

The last item on the agenda, "Request Board to discuss Lake Purdy Dam; and to consider authorizing the continuation of the project," was discussed in a 30-minute executive session.

Members of the new board have questioned the way the contracts were awarded, the scope and urgency of the work, and the bond rates.
