Foley officials responded Friday to the arrest of an employee by the Baldwin County Sheriff’s Office.

Jeff Scott Phillips was charged with first-degree voyeurism and possession of child pornography.

“These allegations are deeply concerning and do not reflect the values or standards of our city and community,” the City stated.

According to his LinkedIn page, Phillips has worked as a project manager in Foley's engineering department since 2021. He has been placed on administrative leave.

“We are fully cooperating with the investigating authorities and are committed to gathering all the facts,” the City continued in a statement. “At this time, we are limited in what we can share due to the ongoing investigation, but we want to assure the public that we are taking this matter seriously.”

The City vowed to maintain transparency and accountability throughout the investigation.

Phillips is considered innocent until proven guilty.
