A Decatur man has been charged with two felony sexual assault charges months after being released with no bail on a previous charge of sexually assaulting a person under the age of 12.

Raymond Matthew McKinney, 35, was arrested in Morgan County on January 5 for subjecting a person under the age of 12 to “sexual contact by forcible compulsion.”

The indictment, filed in November of 2021, placed McKinney’s bond at $10,000, but the circuit judge, Jennifer M. Howell, released him on his own recognizance, meaning he did not have to post bail. He was released on May 20.

A few months after his release, on August 4, he was charged in Franklin County with first-degree rape and incest charges.

McKinney’s bond has been set at $90,000 for his charges in Franklin County. Should he make bond in Franklin County, he likely would be turned over to Morgan County authorities for a hearing regarding his bond revocation.
