GULF SHORES The Gulf Shores City Council will consider a moratorium on development applications.

The comprehensive 20-year plan will include a public engagement process and consist of six core elements: land use, housing, urban design and public realm, multimodal mobility, environmental resilience, and economic development. The development of the comprehensive plan was approved in the fiscal year 2026 budget.

The proposed 12-month moratorium on certain development applications would pause new planned unit developments (PUDs), conditional use permits for multi-family/townhouses, major subdivisions and certain rezoning applications. If needed, the city council could extend the moratorium for up to six months after the initial 12-month period.

City planners said the moratorium would allow them to assess current conditions and future needs, evaluate current infrastructure and allow residents to voice concerns while preventing "hasty decisions that could lead to negative outcomes." Pre-zoning/annexations would not be affected.

The proposal for the moratorium was presented to the City Council during its work session on Monday. The resolution will be considered at the next regular council meeting on March 23.
