Additional details regarding a young girl kidnapped from Orange Beach by her mother and taken to Mexico as a debt payment for a cartel are now being made public by officials with Immigration and Customs Enforcement (ICE).
Kionii, 3, was reportedly taken to the country by Haley Harris, 23, to settle a debt owed to the cartel by her current boyfriend, Pedro Pedraza-Trejo, an illegal alien from Mexico who has been previously deported. Pedraza-Trejo is also facing pending charges in Washington State for child molestation in the first and second degree and rape of a child in the second and third degree.
While in Mexico, Harris reached out to Pedraza-Trejo 193 times, further confirming her guilt.
DHS assistant secretary Tricia McLaughlin spoke to Fox News Digital about the case.
"The fact that Harris maintained repeated contact with Pedraza-Trejo, a man convicted of such vile crimes, while illegally holding her child, underscores the gravity of her actions and the danger she posed to the child's safety," McLaughlin said.
"Haley Harris broke into her ex-partner's home and unlawfully kidnapped her child from the father's Alabama home. She violated international parental kidnapping laws by fleeing to Mexico," she added.
McLaughlin addressed Pedraza-Trejo's record of sexually assaulting and raping minors.
"During the course of the investigation, it was revealed that Harris' boyfriend Pedraza-Trejo was deported to Mexico and his criminal history includes multiple child sex crimes, including molestation and rape of a child," she stated.
Cooperation between the United States and Mexico made the arrest of Harris and the rescue of Kionni possible, according to McLaughlin.
"Through coordinated efforts with U.S. and Mexican authorities, Harris was located, arrested, and extradited to the United States to face charges," she outlined.
"HSI remains committed to safeguarding vulnerable children and ensuring that those who endanger them are held accountable," added McLaughlin.
Harris was located, arrested and extradited to the U.S. on September 28. She was then arrested by HSI Mobile and the U.S. Marshals Service.
Harris has been charged with international parental kidnapping.
