Lee County Revenue Commissioner Oline Price is proposing the county contract with EagleView to assist appraisers in determining the size of property improvements.
The contract will be voted on at a Lee County Commission meeting on Monday. Oline Price is the wife of State Sen. Randy Price (R-Opelika), who voted for a 7% cap on annual property tax increases through appraisals in the 2024 session.
"Please accept this request for me to be placed on the agenda for the January 12 County Commission meeting to present the attached contract with Pictometry International Corp. dba Eagleview for comprehensive aerial photography," Oline Price said in an email explaining the contract contained in the meeting's agenda packet.
"This is a 3-year cost-sharing contract in coordination with the Cities of Auburn and Opelika and Auburn University. It is a budgeted item in the Reappraisal Budget. It does exceed the budgeted amount because of the Oblique Imagery to assist the appraisers in determining size of property improvements which can't be physically accessed that Lee County will receive as proprietary material and is anticipated to be recovered through more accurate property valuations. Because the Reappraisal Budget is funded 83 percent by the State of Alabama, the actual increase to Lee County's portion of the anticipated expenditure for the first year of the contract will be 26,558.87. The remaining two years of the contract will be a cost of 95,163.85 per year with Lee County's estimated cost calculated at 16,177.86 per year."
According to the proposed contract between Lee County and EagleView, "only aircraft maintained and operated in accordance with regulations of the Federal Aviation Administration and the Civil Aeronautics Board shall be utilized on this project," and "individual crew members must have sufficient experience in flying precise photographic missions for aerial surveys."
