Alabama’s family farms – cornerstones of our economy and heritage – are under siege from sky-high health insurance costs. Too many farmers end up paying massive amounts for coverage, forcing them to leave the land they love or take non-farm jobs just to stay afloat. Member-Based Health Plans (MBHP) offer a powerful, member-driven solution that can cut premiums by 30% to 60% while delivering stable, comprehensive coverage.

For too long, Alabama farmers have battled a system that doesn’t account for the realities of agricultural life.

Imagine paying more for health insurance than you do for your home mortgage each month. That’s the reality for many farm families, and it’s a burden that pushes them away from the very work that sustains our state. After all, farming is unpredictable. Fluctuating incomes mean traditional ACA subsidies – which are difficult to consistently qualify for – leave farmers caught in a “donut hole.” They earn too much to qualify for aid yet not enough to manage full-priced insurance.

When a family farm is lost, the damage goes far beyond the individual. Rising food prices, shrinking rural communities and weakened local economies are just the beginning. Our state’s agricultural heritage and food security hang in the balance. Alabama farmers are the lifeblood of our economy, directly supporting 273,271 jobs and contributing $77.3 billion to our local and state economies. Yet, with 95% of our 37,000 farms being family owned and the average age of farmers at 59, the stakes could not be higher.

Member-Based Health Plans aren’t a shot in the dark. They are a tested model inspired by successful programs in over 10 other states. Drawing on experiences in Tennessee, Indiana and Texas, MBHP plans could be designed to meet the unique needs of Alabama farm families through agricultural membership organizations like the Alabama Farmers Federation. In states where similar plans have been adopted, premiums have been slashed by 30% to 60%. For Alabama farmers, that means a potential monthly savings of $750 to $1,500 – funds that can be reinvested in farm operations and local communities.

MBHP plans in other states have typically only been offered to the members of organizations. By eliminating the profit motive, the plan focuses squarely on what farm families need – affordable, predictable health coverage that won’t force them to compromise their livelihoods.

Unlike traditional insurance plans with rigid enrollment windows, MBHP would allow farmers to join at any time. Once enrolled, members benefit from stable rates that won’t spike because of individual health changes. This continuity is vital for families with unpredictable incomes. With a rigorous complaint resolution process and clear, transparent coverage terms, the MBHP program is built on trust and accountability. Support from a major reinsurance provider and a proven third-party administrator further bolsters the plan’s financial stability.

Funded by member premiums, MBHP requires no taxpayer subsidies. In fact, states with similar programs have even seen a boost in premium tax revenue, proving this model is not only sustainable; it’s also good for the state’s bottom line.
