According to State Sen. Arthur Orr (R-Decatur), a change of occupant in Alabama's top executive post could help broker legislation to allow certain forms of gambling, including a lottery, in the state.

During a Friday discussion on Huntsville WVNN's "The Dale Jackson Show," Orr said the next presumptive governor of Alabama, U.S. Sen. Tommy Tuberville (R-Auburn), is far more likely to take a favorable and proactive approach to gambling issues than Alabama's current governor, Kay Ivey.

"Here's the variable, as you focus in on the votes in the legislature, who's up, who's down, etc. I think with a Tuberville administration, you've got someone who wants to be very engaged on this issue, unlike Governor Ivey, who did not want to spend the political capital getting into the mud to try to hammer out some agreeable package, because it is such a difficult issue," explained Orr.

The legislator believes Tuberville is willing to do the heavy lifting needed to achieve a "final deal" on gambling reform.

"I think with a Governor Tuberville administration, you will find an engaged governor who wants to come to some resolution, and what that means is pushing votes this way or that way to get some kind of final deal that gets it across the finish line. I think that's the dynamic that you probably ought to be focusing on, not are we up one or down one, whichever side you are on," added Orr.
