MONTGOMERY — State Sen. Arthur Orr (R-Decatur) filed legislation on Tuesday prohibiting campaign contributions made with a credit card with a foreign billing address.
The bill would prohibit a principal campaign committee, political action committee or political party from accepting campaign contributions made with a credit card via the internet unless the contributor provides the credit card verification value or code and the billing address associated with the credit card is located in the United States, with exceptions made for contributions from U.S. citizens located outside the United States in certain circumstances.
A U.S. citizen living outside the country could still donate with a credit card if they provide the U.S. address they use for voter registration purposes, according to the bill.
"What this would do is it would prevent the nefarious contributions that you see particularly in federal campaigns where you get massive amounts of small-dollar credit card transactions or donations and you can't tell really where the source is," Orr said on Tuesday. "They all may be deriving from the same address, lo and behold. This will help to put some guard rails and basically make sure that the contributions given are truly given by one individual and that individual can be recorded as a donor as such."
