The Limestone County Sheriff's Office arrested a man suspected of being a member of the Sinaloa Cartel after he was accused of shooting at a woman on Interstate 65.

The incident happened Thursday around 2:45 p.m. near exit 365 at the Alabama/Tennessee line.

Deputies responded to a call from a woman who reported Joel Cespedes, a self-proclaimed Sinaloa Cartel drug trafficker, was following her after threatening to kill her if she did not stop her vehicle. The victim refused to stop and said that's when Cespedes opened fire while on the interstate.

Investigators said the victim was able to record the encounter.

A trooper with the Alabama Law Enforcement Agency (ALEA) pulled Cespedes over, and deputies arrested him. They found numerous fraudulent identification cards, passports, and stolen credit cards.

Cespedes was charged with attempted murder, second-degree domestic violence, trafficking in stolen identities, possession of a firearm by a prohibited person and possession of a controlled substance, fentanyl.

He is being held in jail on a $2,005,000 cash bond.

Sheriff Joshua McLaughlin said he is grateful the victim is safe.
