State Rep. Juandalynn Givan (D-Birmingham) has pre-filed legislation ahead of the 2025 legislative session requiring the state to license estheticians and makeup artists.

Under the proposed bill, estheticians, commonly referred to as skin care therapists, and makeup artists would be brought under the licensing and supervision of the Alabama Board of Cosmetology and Barbering.

Estheticians focus on the health and appearance of skin and can perform facials, superficial chemical peels, body treatments, waxing and more. Givan said she was motivated to file the bill since estheticians can cause serious harm if procedures are incorrectly carried out.

"I was surprised to find out that there's no education or licensing requirements for these businesses in Alabama," Givan said. "These people use products that if improperly applied can irritate, cause fungal infections, and in some cases, burn the skin."

Under the proposed law, several professionals are exempted, including doctors, retail businesses where cosmetics are demonstrated, and anyone under contract with the International Alliance of Theatrical Stage Employees.

If implemented, Givan's bill would require the cosmetology board to develop standards and licensing requirements by October 2025.
